Step 1:
Measure and cut a 20cm x 48cm rectangle out of patterned wrapping paper. Draw lines 2cm apart along the length of the back of the paper.

Step 2:
Fold along the lines in an accordion style and then fold down the middle. Tie a piece of string or wire around the middle.

Step 3:
Fan out the paper and stick the top ends together with tape or glue. Stick down large craft sticks to the other ends of the fan with double-sided tape to create the handle. Finish off with a bow to keep them in place.
