Place hash browns in a single layer on the microwave turntable, Microwave on High (100%) for about 5 minutes, or until thawed and hot. Remove, then break into large pieces.
Meanwhile, heat an oiled, large frying pan over a high heat. Add beef. Cook, stirring to break up mince, for about 4 minutes, or until browned. Stir in seasoning. Cook for 1 minute.
Add salsa and 1/3 cup water. Bring to boil. Cook, stirring occasionally for about 5 minutes, or until slightly thickened.
Transfer mixture to a round ovenproof dish (8-cup capacity). Top with hash browns.
Cook in a very hot oven (220C) for about 20 minutes, or until hash browns are crisp. Remove from oven.
Scatter over combined capsicum and cucumber. Serve with fresh coriander leaves and lime wedges (optional).
