Place flour in a large bowl. Rub in butter with fingertips to form fine crumbs. Make a well in the centre. Then, using a table knife, gently stir in enough milk so mixture comes together to form a soft, but not sticky, dough.
Turn dough onto a lightly floured bench. Gently knead until smooth (don’t over-knead). Roll out dough to a 25cm x 35cm rectangle. Spread with Vegemite. Sprinkle with 1½ cups of the cheese. Roll up dough firmly from one long side to form a log. Cut into eight even-sized pieces.
Place 3cm apart, cut side up, on a greased, large oven tray. Brush with extra milk. Sprinkle with remaining cheese.
Cook in a 190°C preheated oven for about 18-20 mins, until golden brown. Remove from oven. Transfer to a wire rack.
Serve scrolls warm, or at room temperature.
