Sgt. Quincy Cromer says they discovered the boy when the landowner called to complain of homeless people camping on his property. When Mendocino County Sheriff’s Officers arrived they discovered the baby tethered to a tree branch.

‘The child was also lacking basic food and water, was only clothed in a diaper and was exposed to numerous  hazards within the encampment,’ Cromer wrote in a statement.

The child’s father, Jeffrey Wilson, 27, lived in the homeless community and was arrested on charges of child endangerment and neglect.

Wilson has pleaded not guilty to the charges.
