Courtney was found deceased in parkland off Elliott Avenue, Parkville about 9.15am on Saturday, May 25.
The 25-year-old was allegedly bashed to death in a brutal attack which has sparked renewed anger across the country after a spate of recent killings where young women lost their lives.
The park is a short distance from Princes Park, where aspiring comedian Eurydice Dixon's body was found on June 12 last year.
Victoria Police confirmed on Monday morning that Homicide Squad detectives arrested and interviewed the 27-year-old of no fixed abode on Sunday, and charged him overnight with one count of murder.
He will likely appear at the Melbourne Magistrates’ Court later today.
"This was a particularly, particularly horrendous attack," Homicide Squad Detective Inspector Andrew Stamper told reporters on Sunday.
"When there's a child that suffered drug use, mental health issues, family relationships can be fragmented," he said.
"That doesn't mean that families out there don't love their children, and you know, our heart breaks for them.
"We are dealing with a heartbroken family again.
“This was a young woman who obviously had significant challenges in life and we as a community should be protecting these people and we didn’t – we failed,” the Detective Inspector said.
